Mission and functions

Mission

The mission of the Defence Institute is to be a scientific research organization, bringing together a scientific and expertise potential in the area of military equipment for training, scientific and applied research and development activities in interest of the national security and defence, in support of the Armed Forces transformation process. To maintain abilities and capacity, providing a comprehensive and in-depth military scientific research, applied and experimental-design expertise, guaranteeing the development of the Armed Forces, the National Military-Industrial Complex and Defence. To strive for achievement of some excellence in the science and technologies for security and defence on a national and international scale, and to bring it closer to the global standards.

Functions

The Defence Institute has the following functions:

  • scientific research, applied and experimental design activity in the area of armament, C4I systems, military equipment and military technical properties;
  • supporting the analysis for the state of the armament, the C4I systems, the military equipment and the military technical property, as well as preparation of some prospective forecasts for their development;
  •  supporting the integrated project teams through participation in the preparation, scientific accompaniment and overall implementation of some programs and projects in the interest of defence;
  • providing scientific technical expertise for the activities, related to design and construction of integrated communication and information systems for control of the country and the armed forces;
  • support and providing scientific technical expertise for the Armaments Council and Defense Capabilities Council activities;
  • drafting of TACs, technical specifications and expertise, testing programs and methodologies, as well as some standardization and other documents, related to the acquisition of defence products;
  • carrying out laboratory, functional, acceptance and field tests of armaments, C4I systems, military equipment and military technical property, preparation of protocols for their results, expert assessments, analyzes and proposals;
  • conducting methodological control of the Central Artillery Technical Testing Range activity;
  • quality control and certification of military and special production, properties and other products, as well as of quality management systems, in accordance with NATO and European Union standards and allied publications;
  • development, verification, storage and updating of military technical standards and documentation on armaments, military equipment and properties;
  • metrological control, calibration and verification of measuring devices;
  • cooperation in the sphere of scientific applied researches and technologies, armament, equipment and properties tests and certification in NATO framework (NSPA, NCIA, CMRE, ACT, etc.), the European Union (European Defence Agency - EDA, etc.), and on a bilateral basis;
  • coordinating and planning through national research representatives in international organizations, in the field of the science and security and defence technologies;
  • participation in some international projects and scientific research groups in the sphere of security and defence;
  • performing activities for ensuring aviation safety and airworthiness of the military aircrafts and of those, owned by the Ministry of Interior;
  • performing activities on the registration and keeping the register of the military aircrafts and of those, owned by the Ministry of Interior;
  • preparing military-economic analyzes of the armaments, equipment and systems of the armed forces;
  • planning and organizing the processes on adopting and implementing NATO standardization documents and development of the relevant information system;
  • assisting the Minister in the protection and usage of the MoD's intellectual and industrial property;
  • implementation of the activities under Art. 24, para. 3 of the Law on the Patents and Registration of the Useful Models;
  • training for acquiring educational and scientific degree "doctor", in accredited doctoral programs in the field of technical sciences;
  • development of an academic staff, necessary for conducting scientific research and  applied activity and education of PhD students.
